BIS CRS: BIS is the acronym for Bureau of Indian Standards. Bureau of Indian Standards is India’s National Certification body established under the BIS Act 1986, which takes care of the quality standards of the products available in the Indian market. BIS grants manufacturing licenses to the manufacturers involved in manufacturing the products that require mandatory or voluntary BIS certification/registration. Every country has some liability for regulatory and compliance requirements that must be achieved before introducing the products to the market.
Likewise, a BIS Registration is required to manufacture, import, and sell Electronics and IT products in India. The Bureau of Indian Standards grants manufacturing licenses to the manufacturers to ensure product quality, consumer safety, and trust. Different Indian Standards are developed for different products to achieve the product quality under the required Quality Standards. In 2012, the Department of Electronics & Information Technology (DeitY) introduced the Compulsory Registration Scheme (BIS CRS) in collaboration with the Bureau of Indian Standards to provide manufacturing licenses to the Electronics & IT products manufacturers.
As per the Compulsory Registration Scheme, no one can manufacture, import, stock, or sell electronics and IT products without the mandatory BIS certification. A BIS license will be required before releasing any electronic and IT product in the Indian market, or we can say no electronic or IT product could be sold without a standard mark (ISI Mark) on them. Until now, seventy-six products are recognized under Compulsory Registration Scheme.
Process of BIS Certification under Compulsory Registration Scheme
BIS CRS Certification process involves the following steps:
- Online Registration form fillup on the CRS portal.
- Generation of product sample testing requests from a BIS-approved laboratory.
- Online and offline submission of the application along with the sample test reports.
- Scrutiny of application from Bureau of Indian Standards.
- Grant of license.
Foreign manufacturers can get their certification/licence under Foreign Manufacturers Certification Scheme (BIS FMCSÂ ) by appointing an Authorized Indian Representative (AIR) who will be responsible and answerable to the BIS for any query during the whole certification process. AIR should agree that he is responsible for ensuring that the provisions of the Indian BIS Act, Rules, Regulations, and Terms & Conditions set forth in the BIS Licence, Agreement, Undertaking, or other documents executed on behalf of the foreign manufacturer in connection with the grant and operation of the licence are followed.
Requirements for BIS CRS License
- If you are a manufacturer of a product that falls under the CRS scheme, you must obtain BIS registration for your product.
- The manufacturers looking to use the standard mark on their electronics or IT products can apply for a BIS CRS licence if their products are manufactured as per the required Indian standard specifications.
- Manufacturers looking to obtain the manufacturing licence under CRS should submit a self-declaration of product conformity along with the application form.
- Self-declaration conformity indicates that products are manufactured, taking quality standards as the base of production, and the manufacturing unit has the required in-house product testing facilities.
Timeline
Once all the testing, report submission, documentation, and other processes are complete, BIS grants a license within 20 days. If there are any missing documents or other deficiencies during the certification process, the concerned BIS official will communicate to the applicant through email. If the deficiency is not resolved within 30 days, the applicant gets the rejection notice from BIS officials through email. If the applicant has already tested their product before online application submission, the sample testing report should not be older than 90 days at the time of application submission.
BIS License Validity
The validity of the BIS license is two years, after which the licensee will have to apply for the renewal of the license from the BIS portal three months before the license expires. Suppose the manufacturer could not submit the renewal application along with the renewal fees within 90 days from the validity of the licence. The license will be considered expired, and the manufacturer will have to restart the whole licencing procedure.
